That voice you heard telling you it was now the 3D person - I believe that’s legit.
Twin flames are multidimensional beings. Your higher self (basically your soul) is eternal and conscious, always connected to your twin at that level. But your 3D self is down here on Earth, dealing with the physical world and all its stuff. The higher self of your twin knows exactly what you both are to each other, it exists in a place of oneness and unconditional love.
The 3D person is a different story. They may not be awakened to any of this yet (usually not for most of us), they might not understand the connection or even why they think about you constantly. They might not even be aware enough that that tugging feeling in their consciousness is you.
And yes, it works both ways. He could be connecting with your higher self while your 3D self is oblivious. Especially during sleep, your higher self does astral traveling and connects with theirs naturally. Dreams are often the first form of telepathy because your energetic body is free from conscious conditioning when you sleep.
